Dr. Jay Owens Joins Board
Jay Owens is the Director of Student Services for the Indian River School District. Jay received his Bachelor of Science Degree in Education from Salisbury University, his Master’s Degree in Special Education from Wilmington University and his Doctoral Degree in Educational Leadership from the University of Delaware. As the Director of Student Services, he oversees special education, district accountability, pupil services and the district’s evaluation system. Jay has also served as the Director of Special Services, the Director of Assessment and Accountability, a principal, and a classroom teacher within the Indian River School District. Jay is a two-time recipient of The Richard Allen School’s teacher of the year. In 2012 He received the honor of being selected as the Delaware  School Counselors association Sussex County Administrator of the year and in 2014 he was selected as the Librarian Associations Principal of the year.

He served as a member of the Delaware Department of Education’s Academic Framework Working Group. This group worked with stakeholders to develop a new multi-measure accountability system. He has also served as a member of the Delaware Education Support System Advisory Council. The Advisory Council provided guidance on the overall Delaware Education Support System including guidance on enhancements to Education Success Planning and Evaluation System, Title I implementation, and accountability measures.

Jay is also a current member of the Georgetown Little League Board of Directors. In his free time he enjoys likes coaching both baseball and football and outings with his wife Katie, twin daughters Julia and Olivia and son Jack.
